take it to a dealer and have them plug in TECH-II. The computer will most likely tell them what the problem is. There should be no cough or hesitation. You should not 'feel' the wastegate operating like you describe, all that should happen is the boost should come to a point and stop or maybe back off a little bit, but without a cough.
