1990 900 Turbo Anti-Lock Brake Question

Hello!  I have owned two SAABs and I'm looking to upgrade to a sweet '90 900
turbo I have been eyeing for a while.  I have a question about the brakes
though.  Seems like they aren't quite anti-lock.  If, for example, I brake
hard on gravel, I can hear the anti-lock brakes pumping but they still lock
up.  My thought are, if they don't work on gravel, how are they going to
work in snow?  Is this normal or do the brakes need some sort of adjustment?
I've only driven a few vehicles with anti-locks but they ALL seem to work
better than this car.  Any thought?
