I'm not exactly sure of the Saab maintenance schedule, but other Manufacturers recommend timing belt replacements after 70-80K miles (Honda, Porsche). I wouldn't go as far as to say they are trying to rip you off. I would think that this is a service rep trying to tell you that it is recommended. After all, it is cheap insurance to have the timing chain replaced then having the chain get loose, jump a tooth and then trash the motor. Just because you can't hear it doesn't mean it's not bad.
