Turbo gauge - Thanks and another Q

Thanks to all for the help with the turbo gauge, found a loose hose and
solved that problem. I caused the leak because I was messing around with
the APC solenoid. I only have base boost and think the solenoid isn't
working.

Regarding the base boost problem,
Here's what I found. with the key off, I blow air through the solenoid's
center port'C'. air comes out the right side 'W port' and no air out the
left 'R port'. when I turn the key on I get the same thing, no air out
the left 'R port' I read that with the key on, there is power to the
solenoid and the left port should be open. First off, am I correct? if
so, do I need to rule out some other component before I drop $130 on a
replacement solenoid?
