There once was a time when they weren't. I believe the actual fuel consumption is measured indirectly, or it was.
In my experience, most folks find it hard to get less than EPA city and not too hard to better the EPA highway figure. And overall EPA vs actual mileage is pretty consistent.
I'm not so sure about the 175 vs the 210 motors. The 175 feels as good or better around town. It's not until you really stretch a 210 that you can feel a difference. I'm not used to higher output Saab motors being cammier, that is having greater power higher up the rev range. Usually upping the boost makes 'em stronger everywhere, but I understand the 210 has more radical cam timing as well as more boost.
