The brake rotors should be and are dry all the time when the car is in use. Even when it is raining, water over it will be drained off and quickly evaporate from the friction and heat generated from braking. That is why disc brakes are more efficient than those drum brakes where water tend to get retained and may cause brake failure when one drives over flooded areas.
Brake dust from the brake pad will normally be "deposited" on the rim itself which normally gives a unpleasant look on the otherwise beautiful rim.
