You can get the K&N cleaner and spray on oil at almost every auto parts store. This will work fine, but will be red, not blue.
Such filters are typically good for 50,000 miles between cleanings in low dust environments. But many folks simply do an annual cleaning.
These types of filters to not get restrictive when they pick up some dirts, which cannot be said for some paper elements.
As for benefits. There are none until the throttle is wide open. And the reduction of pressure drop that occurs will be more pronounced at the higher air flows that one gets with high RPMs. One may hear more turbo noise or whine. In many turbo applications, the turbo may get on boost faster and that is a low RPM effect. That depends alot on the boost control system and how the turbo reacts to such things.
Some folks are freaked out about the thought that oil cotton filters might be passing fine levels of dust that paper elements (they think) do not. It is almost a religious thing for some folks (not entirely rational). Meanwhile many have used such for years on many different engines and been very pleased with the results and engine durability.
