Was it always like this? If not, could be from sticking piston rings. That can be expected more with an engine that gets city driving and short trips VS a highway runner.
Please list history of what oils have been used and change frequency, and miles.
If the rings are sticking, this can be typically corrected, with a better oil and use of a solvent type engine oil additive that claims to free sticking rings and valves.
The PVC system might have some issues, and perhaps the PVC system one way valve is not working right.
Getting under the engine with a light and looking for signs of oil loss is a good idea. Check the coolant for signs of oil just to review that unlikely possibility.
