I don't know if it's possible, but the dealer might be able to keep those sockets hot at all times with their Tech II tool, but I doubt it since the car was not wired as such from the factory. All you'd probably have to do is locate the wiring for the cigarette lighter and/or the auxilliary power socket in the console at the fuse panel of the car. Transfer that/those wires to an unswitched power connection at the fuse box. For example, the radio and parking lights function with the car off, so if you re-routed the cigarette lighter or auxilliary socket at the fuse panel, they'd also work with the ignition off.
