No servo when braking : ABS or ESP?

if there is snow or ice or wet when I apply the brakes sharply what happens is this
physical contact:
something hits the the brake pedal towards me
something /gears-like/ when rotating jumps unevenly from one step in the circular movement to another
the sound:
if I continue to hold down the brake pedal I hear something like scraping between the pedal and a rotating part as if the pedal tries to stop it/without any servo/.
the same thing is happening with the gas pedal only on ice!
I think it might be the ABS or the ESP.
The saab service said the alternator was bad.Since they replaced it the same thing happened three times!
