help! foglight stuck ON

2004 9-3SS AERO, 6speed, 51k miles (just out of warranty)
Drove up to South Lake Tahoe over the weekend, 4 people and gear...fabulous drive. I love blasting up the grades at 80mph+ with power to spare, while other vehicles are wheezing and complaining.
After reaching the rental house and unloading, noticed that the driver's side foglight was still on. Turn it off? I don't think so. Key in/out, light switch on/off, foglight switch on/off, that light is stuck on. The passenger fog light is just the opposite - not working at all. Just days ago, I know that both foglights were working normally.
I pulled fuse 16 so the battery didn't go dead, but this also kills one headlight, the other side high beam, and various turn signals and marker lights. (IE not a long term solution). I could not find a dedicated relay that might be stuck, so this is probably switched by one of the many "control units" in the car. Oh brother...any ideas out there? Thanks!
