To program the keys to your car, you need a Tech II device. I _seriously_ doubt your local locksmith has a Tech II device to program the keys for your 9-3, in fact, some independent Saab service shops don't have one yet. The time and hassle of buying one online then driving around town trying to find someone who will program the key and ultimately ending up at the dealer isn't worth it to me.
Although a lot of items are shared with other GM cars, the keys are not. The keys on the 9-3 are rather finicky. For example, if you loose all your keys, you can't just go buy a new key and have it programmed, you have to buy a new computer that controls the security of your car (called TWICE I believe) to the tune of $1200+. Run a search on 'lost key' for more details.
