I want the ACC OFF when I turn on my 2006 9-3 Aero SC

This was possible with my previous generation 9-3 and 9-5. However, pressing the same combination of buttons (econ and fan speed up, I believe) does not program the ACC to start at "OFF" in my new 2006 9-3 Aero SportCombi.
This is not covered in the manual -- I've read it cover-to-cover. Hard to believe they neglected this. I live in San Francisco and the weather is almost always perfect for me. I don't need the ACC to come on unless I tell it to.
Any ideas?
Adrian
