Power Steering Fluid Overflow

Here is an interesting problem. After our '03 93 sat outside in cold weather (down to -17 deg F) for about 3 weeks because the parking brake would not release (another story) I find the power steering fluid is overflowing the reservoir at the filler! I have done all the recent maintenance so I am rather certain that it was not overfilled. I even ask my teen age son if he added oil to the engine thinking that maybe he added it to the wrong place. No signs of the oil foaming but it is a bit cloudy. Steering feels fine. In examining the PS pump it seems that it may be driven directly off the engine, possible off a cam shaft. ?? Is it possible for engine oil to migrate into the PS system? Fix? Thanks!
