19,800 miles is a bit low, however if you are doing primarily city driving this is fairly normal. You will notice a large amount of dust from the rear brake pads when compared to the front as well.
There is a larger proportion of braking distribution to the rear brakes on the 9-3SS and SC when compared to most any other vehicle. I suggest going with Akebono rear pads as an option to the Saab OE pads as well. Both are excellent pads.
