2003's definitely have issues. My 03 9-3 manual has 113K and is a great car, BUT it lived in the shop in the first 50k. Luckily, since the warranty has ran out the car has been great. I've only had to change a gas tank sensor and window regulator and the warranty work was minor, just small electrical and sensor issues. The radiator issue is certainly a red flag. The problem was only in auto's (obviously because the manual gearbox oil is not circulated) but I would be concerned because a new tranny is probably worth more than the car. I agree that if your in the market for a used 9-3 go post 2005. With the economy in the tank you should be able to get an 05-07 for a great price.
If your set on the 03, make sure they addressed the radiator problem. Saab sent out a recall on the radiator couplers so the previous owner SHOULD have gotten that huge issue addressed. I hate to admit it but a fair price is at or below 5K. I doubt a similar 05 would be more than 2K more. I'm not sure what you meant by the pulley at 60k. The manual says to change the alternator belt(I'm not really sure what it is called but it's the only belt under the hood) at 60k, however I've been lazy and I have never changed mine and it is still fine. I may change it at 120k. I'm happy to say the cars have a timing chain (rather than a belt) and I've heard conflicting reports on how often it should be changed but I would say your good for at least 200k in my opinion.
