I think you're problem is availability. I'm not even sure there are a lot of 2009 models of any type (SS or SC) around because the car market tanked just as the '09s were going into production and I think they just shut down vehicle deliveries to the US / Canada. The only 9-3s I saw on the lot in Pasadena, CA recently were convertibles.
Anyway, $400/mo for 60 months is $24,000, plus the $2K downpayment means you're looking at a car for around $26,000 with tax and license.
In LA, that means your negotiated price would be ~$23.5K (before tax and license, but NOT including finance costs which would drive the price you could afford much lower). A SC for $23.5K will be tough to find on a 2009 model though there are two at a dealer in Southfield, MI for $24,900 (17" wheels, manual, sunroof on one; same with auto on another) according to a national e-waterbody website.
