I can't comment directly on 2003 9-3's. I have a 2004, but haven't had it long enough to opine.
I DID however buy my daughter a 1999 9-5 when she turned 16. Similar to the 2003 9-3, many cautioned against the first year 9-5, too many problems. The car was overall pretty good for the 3+ years she had it, but I DIY'd most of the problems that arose.
I wanted a SAFE car for her. You can't do much better than a 9-5, other than maybe a 2003 9-3.
She became quite the SAAB snob. When GM was doing their best to kill SAAB, she was upset that her graduation (from Med School) gift to herself in 6 years (I have no doubt that she'll get there) couldn't be a new SAAB.
After she totaled her 1999 over Christmas Break, I picked up a 2005 9-5 Arc that she just started driving this week.
