Steering lock malfuntion

There was a recall many years ago for the steering lock malfunction. By any chance is that recall still open?
The solenoid no longer clicks when I put the fob in the socket. The solenoid no longer clicks when I remove the fob from the socket. The SID displays the error message, or goes dark. Also get the Security Malfunction message sometimes.
Years ago I worked on cars all the time. What's involved to get to the steering lock solenoid? I hear it's not a big job. TIA.
