When I look at ME9 ECM (608), pin 31 on harness A shows to be a throttle body actuator lead. Looking though I dont see a circuit for pin 31-B harness however. What harness pin 31 is broken off? If on harness B and everything is running well, may be okay by leaving ECM. Would imagine if pin 31 on harness A is broken, youd be getting fault codes/limp mode for the throttle system.
If you decide for a replacement, yes ECM must be married/added to vehicle P-Bus with Tech2, Security Access (TIS2k or TIS2Web), and CanDi. Again back to a Saab dealer or Saab Indy.
