Just wanted to post this for any techs that have to do this in the future. This is the first one I've had to do where the immobilizer was active on the vehicle. Thanks to DrewP for all the advice along the way.
Since the immobilizer and alarm were active, the horn would not stop going off, so first step was to pull the horn relay to quiet that thing down.
Next was the issue that the airbag could not be taken off since the wheel was pointed straight forward and the SCL was engaged. It is not possible to remove the SCL or disengage it via the Tech 2, so Drew suggested pulling back the gaiter around the wheel, disconnecting the connector from the old CIM, and going ahead and adding the new CIM and programming the new transponder to release the steering column lock. That worked perfectly. SAAB makes a tool to remove the airbag with the wheel pointed straight forward, but why bother when you can do it this way?
Once the new CIM was added I removed the airbag and CIM as usual, installed the new CIM, and put everything back together. I then went in to the ESP/TCS menu on the Tech 2 and programmed the steering angle sensor to make sure it was correct.
