one thing you'd have to be careful with is the hole saw actually heating the plastic enough to cause it to melt, making a clean hole more difficult.
Perhaps just cut a little, cool, cut some more, cool...
Regarding the Greenlee hole punch, individual punches used to be less than $40, or I doubt that I ever would have bought the one I bought. I have one from a previous life as HVAC installer, needing to punch holes for 1/2" conduit connection. However I'd be extremely surprised if the size needed for the bumper sensors matches mine.
If you're so lucky, if you have any neighbors or relatives who are electricians or related trades...
