With Anders on this one. Check if you can hear the fuel pump while cranking.
If not I have seen more actual fuel pump relay failures than the fuel pumps itself. The relay is on the RH passenger foot well, behind the lower trim mounted up about 12" from the floor. Saab has a specific number for the relay because it has a small plastic bracket built onto the unit, however electrically is the same as a standard Bosch 5-pin (like old 9-3/9-5 pump relay). If pump does not turn on with Tech 2 manually, thats the first thing I swap for diag.
