Different size lugnuts?

I got my new/old 2006 9-3 Aero convertible about two weeks ago. I decided to take off the wheels to clean them up. I find that the wheels have two different size lugnuts. Two of the wheels, the drivers side front and pass side rear, have the standard size lugnuts that fit the tool in the toolkit. The other two wheels have lugnuts much larger. I assume they are metric and the largest socket I have is 21mm; and it's too small. This seems strange to me. Could this be some kind of wheel lock set?
