From what i've read, once you've decided to take the plunge and buy a TechII, you've got a couple of options.
1.) Check out saabtechinfo.com. All of the software is web-based, with each program renting for 20 euros/day (webtis w/ SPS is 20 euros, which is all you'll need to program a key if you have a Tech II, I hear.)
Also, I hear TIS2000 Rev 2008-2 includes SPS, is readily available on the 'Bay for <$100, and will work for all cars 2008 MY and back. For 2009 and beyond, if you can find a way to obtain a copy of GlobalTIS, I hear it also has SPS, but is installed individually on a computer and is more permanent. Similar to TIS2000, but for post 2008 cars. Therefore, all you'd need GlobalTIS or the Saab web-service for is for your 2011.
Hope this helps...been eyeing a Chinese Tech2 myself (hard to justify $4K on a diagnostic tool for two relatively new Saabs), but have my reservations like yourself.
Insofar as EPC or WIS, i'm sure you've seen the links around here...
