Something is funky with your vehicle, Tech 2 setup or process I think.
Back to the shop this morning, checked the release function on a '05 9-3SS. I used a key that was to a different vehicle as well as a key shell without any circuit board within. Was able to turn the ISM from lock to ON (wouldn't start of course) by using the ignition key release command. This is using v148.
One thing I noticed, in order for it to correctly lease the key from lock, I had to insert the key into the ISM BEFORE pressing the ON command for the release. Following, I had to press the ON command each and every time after it was turned back to lock.
