2003 to 2005 9-3's improved marginally within their three year run, but they're all pretty miserably unreliable. The engine isn't bad, but you'll be plagued by electrical and software gremlins (locks, power windows, steering wheel lock, etc, etc, etc.). And don't expect the car to look great. The interiors don't wear well, as the material quality just wasn't there. You're going to find lots of peeling surfaces like door pulls and dash buttons, and rattles galore. They're great looking cars and perform well when they're not in the shop, but their longevity (or lack of) kind of speaks to the reason Saab went bankrupt.
If your price range is in the 2004-2005 range, honestly, find a well cared for 9-5. Those years were the sweet spot for this model, and it's a much more solid car than the 9-3.
