License Plate Light 2008 9-3 SportCombi (Turbo X)

Two questions, but first a description. At least one bulb burned out, had License Plate Light warning on dash. Upon inspection, there was water intrusion. I removed the lenses, cleaned the contacts with Q-tips and vinegar, followed by baking soda solution to neutralize the acid, and dried.
I put in LED replacements, that had 3 LEDs and circuitry. Worked great when lights were "on". Except with the lights "off" the LEDs flashed. Went back to two new incandescents. Wrapped butyl tape around the screw heads, assuming the gaskets were OK and that car wash water was intuding by following the screw threads.
(1) any idea why the LEDs would flash -- inherent in them, with capacitors? Some residual little signal in the car? Maybe cleaning the exterior of the terminals wasn't enough?
(2) is water intrusion common in Sport Combis (or any other 9-3)?
