I ran into the exact same gas gauge behavior with my 2007 9-3, after it sat at the airport for two weeks. I filled the tank, and after a while (I don't remember how long, but no more than a day or two), it figured things out and the gas gauge started behaving properly. I don't remember any issues with the steering lock on mine, but it's a 6-speed and perhaps the interlock is different from the automatic, if yours is that.
