Not so sure it would the waste gate valve but a turbo thrust bearing (under compression load) could be.
At standstill, I can not imagine enough bearing thrust load to be present to duplicate the condition.
Good to know it is not associated with belt items. One could remove the inlet connection duct to the turbo and by use of your fingers see if you have any axial movement of the turbo wheel where it could hit the inside of the turbo wheel cover under load. If you find this is the case, you probable want to change out just the turbo cartridge. You might want to see if the turbo bearing also has any radial play as well..
