I have a similar situation with my 2005 9-3 Aero convertible. It only impacts he drives side A-pillar. The surface is sticky and the black paint comes off on your hand or any cleaning cloth.
I was told by the Saab dealer that the problem is caused by improper paint adhesion. The A-pillars are a gray plastic that are painted a matte black for my car's particular interior (black interior with two tone gray seats). Apparently, the paint adhesion has failed causing the paint to soften and come off the plastic substrate.
