A/C and Surging RPM

Just had some work done on my car - new AC schraeder valves, recharge, new O2 sensor, plugs, and idle control valve (all due to hydrolocked engine from rains a few weeks ago). Actually AC work was a problem before the car sucked in H20 from a puddle.
After the idle valve and o2 sensor were replaced, car ran wonderfully smooth. 2 days later, I turned on the A/C, and the engine RPM's shot up 1200 RPM and continued to rise (foot was off pedal) and car began to accelerate - tried it 3X and same issue. What the heck could be happening here?
Thanks.
