You'd be "crazy" to not buy this car at such a good price! The 9-5 is a very reliable car. As Coolknight states, the early '99 and '00 models had a recall for the trionic unit, but that was all paid for by Saab and the cars all have the updated unit now. And yes, those original tires are noisy so you may want to replace them. It was the first thing I did on my '01 Aero.
I had my '99 2.3LPT for 3 years and had NO electrical problems (other than the recall which never left me stranded or anything like that). I only had some minor adjustments to the car, but no mechanical or electrical problems whatsoever for 3 whole years. Pretty amazing too as this car was one of the first sold by the dealer for the (then new) 9-5 series.
The 9-5 has received the JD Powers award for Inital Quality. From my experience, I'm sure that quality will continue during subsequent ownership. Consummer Reports gives the car good marks as well. My sense is that the 9-5 has fewer problems than most equivalent cars and perhaps those costing more. Our 9-3 has also been very reliable and only minor repairs needed. Remember to that the warranty will cover everything the first 3 years, even routine maintenance.
