Very similar symptoms on my '99 sedan. Right rear lamp was on constantly, but don't recall if right front was stuck as well. Replacing the rear bulb (which was good) fixed it for about a week, then the problem returned. I finally cured it the same way you did by pulling the DRL fuse. I do not have the other side-effects you noted after disabling the DRLs.
I suspect either the DICE/TWICE unit is failing or there's a bad ground in the lamp circuit. If you find the answer, please let me know, and I'll do likewise.
