Mine was under warranty. But frankly, with the TSB, they should have corrected this during service visits. Even if the dealer gives you an unsatisfactory answer, I'd pursue with Saab USA. This is a known problem, hence the TSB. There's no reason you would know about the TSB save for this excellent board, so it's the manufacturer's responsibility...through its dealer network. Or at least that's my thinking.
If I recall correctly, my former twin, AeroLady (identical '02 Aero wagons) had this addressed, or they corrected it, during a service visit. I don't believe she had an incident with the unit -- they fixed the brackets (both sides) before it happened.
Re the turbo, that would be a bummer if it's #2, but the 9-5, is a very dependable car. Just keep it maintained. Other than some warranty work, mine was nearly trouble free. My current BMW 325iT is no better/no worse.
