Well you won't get the 17 inch wheels and good tires to go with them for a grand so that should be something to do later. As to which you should do first, that's in interesting problem. I have a 2000 9-5 Aero manual, the suspension is stock but I have put a BSR/Speedparts Stage 2 upgrade on it. I also have a 2003 9-3 SE Convertible with a completely stock power train, but I have upgraded it with a stiffer rear anti-sway bar, a steering rack brace, 17 inch double 3 spoke wheels and 6 point front subframe brace. Basically the 9-5 wanted more power and the 9-3 was in serious need of better handling.
What would I do if I were in your position? Probably the suspension ugrades first. Then the Stage 1 upgrade for the ECU or possibly the wheels. That would be a decision I would make depending on what I felt the car need after the suspension upgrade.
As to the wheels, you would be better off visiting tirerack or some other good source and finding a set of good Max Performance Summer tires for the 16 inch wheels than sinking so much money into the 17 inch wheels that you had to cheap out and get some garden variety all season tires because you were out of money. Well in a performance sense. The 17 inch 3 spoke wheels as used on the 2002/2003 9-3 convertible sport package (Saab ALU 36) are georgous. So if you are interested in looks maybe you could live through a set of so what tires until you could afford some good ones.
