We have a 99 9-5 SE sedan and a 01 9-5 wagon. Both are 2.3 LPT with manual transmissions, and there are very few differences. The 15 Hp difference is barely noticeable. The ACC control unit had some problems on some of the 99's, and ours was replaced under warranty. Other than that, we have had no problems with either car from manufacturing issues. I think the 99's are very good quality, and anything that goes wrong will still be covered under warranty unless you get a high mileage one.
