You can't rule it out using neutral. It has contacts for PRND321 plus additional contacts for the reverse light and the starter interlock.
The actual switch is very complicated (off/on matrix) but the starter override is seperate from the position sensors for the dash/TCU.
So, it can still read P or N correctly on the dash but not be getting the signal for ok-to-start pins. This is the way mine died.
