You have the Xenon headlight package, I also had this setup on my 2002 9-5. In Canada, US, and Japan the inner Halogen lights DO NOT come on to supplement the Xenons on high Beam. This can, however, be correctly very easily, as I and others have done. The procedure, based on S Goldbergers orignal post, is quite easy. Just jumper across contacts 87 and 87a on relay 666 located in fuse box under bonnet. This is what I did. I placed a heavier gauge wire with a 15Amp inline fuse(as a precaution) between the wires on 87 and 87A and I now have the halogens and Xenons on high beam. Real simple, took all of about 10 minutes to do. The lighting power with both of these lights on for high beam is great. FYI there are number of older threads on this topic, just search for 666 , the sign of the devil, some suggest is was labeled 666 as swedish commentary / joke about our archaic automotive lighting laws in North America.
