My neighbor owns a number of tire dealers and I have posed the question about Siping to him before - in his opinion siping can be beneficial to a low-end (e.g. "house brand") tire, but when you get into the realm of good brand-name tires siping is not worth doing. According to some manufacturer bulletins that he has received, siping can actually reduce the performance of the tires. The logic behind this is that the reputable manufacturers (Goodyear, Michelin, Pirelli, Yokohama, etc) spend millions of dollars in R&D specifically engineering each tire for traction, cooling, and stability among other things. My understanding after speaking with him is that if it were actually beneficial for the tire to be siped, they would do it at the factory. Granted tires are made for different purposes (sport, commuting, off-road) so the tread pattern is going to vary by purpose, but if rain traction is your interest, a good high performance all season tire will not see an increase in performance by being siped.
