I'd planned to post this in response to the '04 Arc fuel gauge problem appearing below, but it seems to me to apply to all 9-5s regardless of year/model. I recently bought a high-mileage (180+k) '00 9-5 V-6 wagon and drove it home (NH to MI). One of the first things I did was to send the almost pixel-less SID to the person on Saabnet classifed parts. It came back on time and fixed, but neither the fuel gauge nor the DTE on the SID would work. After sending it back to the SID repairer with a description of the problem, he tested it in a known-good 9-5 and it was fine. When he returned it, he suggested I check the access port in the middle of the area behind the front seats. I did so, opened it and discovered a baseball-sized mouse nest under the access cover and, as you'd guess, some chewed wires. After removing the clump of nesting material, I spliced in a replacement section and now both the fuel gauge (which not only had read "E," but also showed the low-fuel warning light)and the DTE display work. To be sure, I've seen many mouse-nest sites in many types of Saabs, but none where I found one today. I'd urge you to have a preemptive look under that inspection plate, especially if you live out from town a bit as I do.
