It is a sad fact but true that the 99 suffered from a bad ECU or ECM (electronic control unit or module). Unfortunately for many of the 99 owners, it soured their Saab ownership. What made matters worse was that the initial replacement ECU was as bad as the original and many owners who had their ECU replaced got it replaced with another bad one (I was one). It took Saab awhile to figure out the problem and bad dealers made the situation worse. As it turned out, it was a supplier's mistake and apparantly something close to the ECU board caused the ECU to become coroded and malfunction. This device controls nearly everything electrical under the hood. A bad reputation resulted from a $200 part.
If you have a 99 that has the mouse fur in the doors, you undoubtedly had a car with a bad ECU. It should have been replaced. Make sure that it is replaced with an ECU manufactured after 2000 as some of the early 2000 models even had a bad one. Get it fixed from a reputable Saab dealer who cares, and I promise you will change your mind about the car. Do not mess around with a dealer who doesn't know anything about Saabs. Saab "only" dealers are preferable by far. Take it to one even if you have to drive a good distance to do it.
I had a 2000 9-5 as well my 99 9-5, and since the 2000 has been flawless (along with my flawless 99 9-3), when my lease was up on the 99 9-5, I leased an 01 Aero and didn't hesitate. Love all my Saabs now. They are very reliable.
