You said that the test failed because the shops OBD scanner couldn't talk to the car. So you didn't fail the test, you didn't pass it. There's a difference. It all depends on the state, but in many states, they monitor the OBD while running the car. If they can't monitor the OBD, you can't pass the test.
How about this possibility - the shop's scanner had a problem, and your car is fine? Autozone was able to communicate with your car. I suggest you try another shop. It doesn't sound like the problem lies in the car. If the shop's OBD can't communicate, it has no way of knowing if the car passes or not.
