Milky oil is oil that has absorbed a bunch of water. This water boils off when the engine oil heats up (and stays heated up) long enough. When it's really cold, the moisture on the oil of the dipstick and up by the cap won't boil off - that doesn't get very warm.
The first thing I'd check is the rubber gasket at the oil dipstick cap. That's a nice, big surface, and a poor seal there will allow moisture in.
If the car isn't being driven a lot, moisture won't be boiling off. It's more than just getting up to temperature - it's getting up to temperature for a while. The engine has a few miles on it; there is probably a little blow-by on the rings. Combustion produces moisture, so that'll throw a bit more water into the crank.
I'd replace the gasket under the oil filler cap - it's probably leaking. And if the car hasn't on any long trips - just lots of little 15 minute ones - take it out for a good spin.
