kevin, from your description is sounds like everything is intact under the front of your 9-5. there are no shields behind the fog lamps, there is one on the right side under the crank shaft pulley protecting the serpintine drive belt. as for the rubber plug, it should be pushed into a threaded hole in the center of the frame at the front. in your trunk with the jacking tools you should find a six inch log threaded rod with ring on the end. this is to be threaded into the hole for towing purposes.
