I had a 9000CSE with a similar problem. Some suggested fixes on the Web and in Nines magazine have included the hooter valve (turbo by-pass valve), located in front by the radiotor aea (sorry I can't be more specific, my car isn't in front of me right now). Also, on my 9K there was a small solenoid operated valve that was mounted on the false panel in front of the firewall, when this would go bad (intermittently) I would get a Check Engine and TCS light, with extremely rough idle and limited power all across the range. The dealer could not locate the problem and I finally t-shot it myself. Don't know if the 9-5 has this or not (I have not looked at mine to check), the best way to find it would be to trace the vacuum lines from the throttle body. It has an electrical connector on the bottom and 2 vacuum lines going in. Hope this helps.
