Your headlights are functioning correctly. The halogen bulb is only for the "flash" function on U.S. models. The headlight system would exceed U.S. lighting regulations if the halogen bulb was used together with the Bi-Xenon on hi-beam. You can refer to page 205 of the 2002 9-5 owner's manual. So your dealer is correct when telling you that they appear to be functioning normally.
