I previously had a '99'9-5 which I upgraded the suspension (Aero '00) and chipped (245Hp) while keeping the stock 16" wheels - there were no Aeros in 1999...
This was a quite nice setup. But recently having upgraded to a '02 Aero, I'd definitely go for an Aero rather than upgrading again if given the choice - especially if you can get a '02 one, which have a lot of nice added features (seats, even nicer chassis, etc, etc - search the board for more info).
It's really a matter of economy. Upgrading the '99 can be quite expensive depending on your performance requirements, so it may be a small step to the Aero. If economy doesn't permit it, you will be quite happy with the upgraded '99 - especially the Aero chassis makes a huge difference (even more important than the extra engine power IMHO).
