Often radial tires will show a slight indentation in the sidewall where the body plies don't fit up just perfectly. It used to be a lot more common, lately, not so much. If that's what it is, it doesn't affect safety or performance - it's just unsightly. Find a knowledgeable tire store and get their opinion.
For the record, aluminum rims are always primed and painted, or at least clear-coated (Saab rims are always primed and painted). There's special aluminum primers they use at the factories that's very tough. If you're sanding away corrosion, you should also be touching up the paint.
