Thule makes a 1 1/4" tilt-down hitch base, part of their Space Station system. You can bolt on different modules for two or more bikes, or skis, or whatever. Unfortunately, their swing-away base does not seem to be available in this size, so you would be stuck wth just the tilt down feature. It might be worth a look at a Thule dealer.
An alternative is a 1 1/4" to 2" square receiver adapter, but this will move everything back, will introduce some wobble, and may not be satisfactory. Or you could simply have a local hitch shop cut off the 2" bar and weld on a smaller one to the base of the rack you buy. That would cost more than $30 or $40 USD, I would guess. It would void the rack warranty ;(
I have a Yakima roof system on my Wagon. I think it is still the best solution to carrying 4 bikes. Maybe a "bike crane" such as Volvo offers (in their accessory catalog) would be the solution for your wife's height concerns. And you need to be aware that a fork-mount bike tray requires less lifting than one that cradles the entire bike, since you don't have to lift as much weight or for as high a distance. But then you need to find a place for the front wheels.
How about an inexpensive trailer with fork mounts bolted to a piece of plywood? Bikes can be a real PITA to transport. Have you considered switching to inline skates? Sorry.....
